Works will commence on today Tuesday 24th January, 2012 until Friday 17th February, 2012.
Traffic will be reduced to a single lane for the duration of the works and traffic lights will be in operation.

areas that the Cahir Reservoir supply has been replaced by a mix of the Burncourt supply and the Ballylooby spring:
Affected Areas Include:
Cahir Abbey Upper, Lissava, Coolacamper, Ballnamona, Tincurry, Clonmore
The Ballylooby spring is a groundwater source extracted from the natural limestone bedrock aquifer in South Tipperary. It has a high Calcium and Magnesium content which are contributors to “Hardness”. The Burncourt supply is a soft surface water source. The typical Hardness of the mixed supplies ranges from 125mg/l to 250mg/l Calcium Carbonate.
This water supply is fully in compliance with the European Communities (Drinking Water) Regulations 2007, SI No. 278 of 2007 and is therefore deemed fit for human consumption.
Hard Water has two principal attributes
1. It is widely accepted by the medical community and World Health Organisation that Hard Water is overall beneficial for human health providing a good source for essential calcium important for the prevention of osteoporosis and plays a role in the prevention of cardiovascular disease
2. A film/scum may be noted on the surface of water after boiling due to the precipitation of calcium and magnesium and this precipitation effect of heated water can give rise to scale formation in kettles, clogging of immersion heating systems, etc. Advice on how to mitigate the effects on household appliances should be obtained from suppliers.
Government policy in Ireland does not require Local Authorities to soften Public Water Supplies and the decision on whether the water is to be softened is up to the individual consumer. Should a domestic water softener be installed, it is advised that water for drinking purposes be bypassed.

South Tipperary County Council plays a vital role in providing key services to a population of 83,221. We are committed to the prevention of pollution and to managing and continually improving our environmental performance by implementing the certified Environmental Management Systems, ISO 14001 and EMAS. These systems provide a framework to evaluate, improve and report our environmental impacts in relation to our Environment and Physical Planning & Development Sections.
The Council continually aims to improve its environmental performance by:
- Formulating and implementing strategies and policies in a sustainable manner, i.e. linking the economic, social and environmental objectives of society in a balanced way
- Protecting and maintaining water quality
- Striving to achieve a litter-free county
- Managing the recovery, recycling and disposal of waste arising so as to promote waste prevention and minimisation wherever practicable
- Ensuring responsible and sustainable management of in-house waste
- Complying with all relevant environmental legislation
- Reporting on our regulatory functions, to appropriate bodies, as required
- Encouraging a high standard of environmental performance from ourselves, our suppliers and contractors

Establishment and Terms of Reference
Arising from the Government decision to establish a unified county council in Tipperary to replace the existing North and South Tipperary County Councils, the Minister for the Environment, Community and Local Government has established an Implementation Group consisting of the following members: -
- Mr. Joe MacGrath (Chair) (Manager, North Tipperary County Council);
- Mr. Billy McEvoy (Manager, South Tipperary County Council).
- Mr. Joe Allen (former Principal, Department of the Environment, Community and Local Government); and
- Mr. Gerry Kearney (former Secretary General, Department of Community, Rural and Gaeltacht Affairs).
Mr. Kearney will work as an External Evaluator and will assist the Group in covering all aspects of its mandate in an objective and effective way and with the resolution of any necessary issues in the completion of its work.
The Group has a general mandate to oversee planning, preparatory work and initial implementation of the reorganisation process. Without restricting its scope or flexibility pursuant to its general mandate, and subject to any additional matters that the Minister may require, the functions of the Group will include oversight of, and assuring delivery in relation to, the following matters: -
- Establishment of effective co-ordination/project management arrangements.
- Detailed planning and identification of early actions for the amalgamation of the two county councils including:
- analysis of income, expenditure, assets, liabilities, staff (numbers/grades and identification of any surpluses), services, procedures and other relevant matters in the two authorities;
- identification of requirements for service and organisational rationalisation and integration;
- such other preparatory, transitional, procedural or administrative measures as may be necessary in relation to the existing authorities or their functions, in preparation for the establishment of the unified authority and the effective performance of its functions.
- Rationalisation of the provision of services not already subject to joint arrangements in preparation for merger of the authorities and establishment of joint arrangements, as appropriate, with a view to orderly transition to the unified authority, while maintaining effective service delivery.
- Organisational arrangements, including the early establishment of a joint management team to oversee and deliver successfully the implementation of the restructuring process and integration of corporate functions; and organisational rationalisation and integration generally in line with arrangements relating to services (as at 3 above) including consolidation of particular functions in respective authorities, deployment of staff accordingly and rationalisation of local authority offices and other facilities.
- Action necessary to maximise cost reductions and efficiencies, and arrangements to measure and monitor their achievement, including savings necessary to ensure that the level of the commercial rate in North Tipperary is reduced to the current level in South Tipperary, following the establishment of the unitary authority.
- Arrangements to support continued effective performance of functions by the elected councils of the two authorities, service to the councils by management and staff in the context of organisational changes; and arrangements to prepare for the effective operation of the unified council, including such matters as committees, procedures and representation on other bodies.
- Provision of information to, and consultation with, the elected councils, as appropriate, in relation to the reorganisation process, including provision of regular reports to the councils or a joint committee of the elected councils.
- Measures to ensure adequate balance between the two authorities in the reorganisation process and in their management generally prior to establishment of the unified authority.
- Action to achieve alignment and convergence between the objectives and policies of the two authorities as part of the transition towards a unitary authority in 2014.
- Arrangements to merge relevant bodies linked with or related to local government such as the separate County Development Boards, Joint Policing Committees and County Enterprise Boards, and relevant measures to support the alignment of local government and local/community development in line with overall policy in that regard.
- Identification of measures to maximise the capacity of local government to contribute to the economic development of Tipperary as a whole.
The Group will ensure that Government policy on local government, the public service, the public finances and other relevant matters are reflected, as necessary, in the implementation process and that due account is taken of relevant analysis and recommendations in reports such as the Local Government Efficiency Review.
The Implementation Group will provide progress reports to the Minister, as appropriate, with an initial report to be provided not later than 30 November 2011, which should include a statement of the implications of unification.
Having regard to the foregoing and any other matters considered appropriate, the Group will adopt an Implementation Plan not later than 31 May 2012 to set a clear agenda and guidance for the continuation and completion of the reorganisation process under transitional management arrangements from early 2012 leading to the establishment of the unitary authority in 2014.
Heritage Tourism Opportunities for the River Suir
The potential of the thousands of miles of canals and rivers in Europe including the River Suir – which stretch across the Continent from the North Sea to the Black Sea and from the Mediterranean to the Baltic – is the subject of a series of Masterclasses being held in Dublin on 14-15 September 2011. They will focus on the multi-functional role of today’s waterways, in which they are focal points for tourism and the regeneration of urban and rural communities.
Ways to increase visits to sites along waterways are central to the strategy. The focus will be on how re-using historic buildings can help sell the ‘living history’ story and how the attraction of iconic structures such as the (Ormonde and Cahir Castles) can be maximised. The importance of new media like websites and I-phones to tap in to the new generation of tourists is also a key area to cover. Recognising existing markets will be addressed through developing integrated tourist itineraries and promoting walking, boating and cycling packages along waterways.
Experts in the field of governance will help link good practices identified by the project’s partners from waterway organisations across Europe, assessing how these can be taken a stage further and incorporated into regional policies and linked to future funding schemes.
Environmental and climate change issues will addressed by experts, who will conclude which are the most important issues, which Waterways Forward will include in its policy recommendations.
The Masterclasses are an important milestone in the European Union Interreg IVC project Waterways Forward which addresses the challenges faced by regional waterways, particularly in terms of how they can be better managed and developed in the future.
Labhaoise McKenna, Heritage Officer, South Tipperary County Council, comments: “The Masterclasses are a key stage in our project. The work carried out so far to identify good practice in various areas of waterway management will be drawn together in order for us to home in on the important issues we’ll be pressing European funders and policy makers about. Maximising commercial income from leisure and tourism is vital to us and we expect the EU to take on board the recommendations that will be delivered through Waterways Forward.”

Waterways Forward is a project developed under the European Union Interreg IVC programme. Interreg IVC is an EU funding programme that helps regions to work together to share their knowledge and experience.
Waterways Forward brings together 17 partner organisations, including regional, local and national authorities, from 11 EU countries plus Norway and Serbia. South Tipperary County Council and Waterways Ireland are the Irish partners in the project. The Lead partner is Stichting Recreatietoervaart Nederland (Dutch Recreational Waterways Foundation, Netherlands). The value of the project is €2.8m and it runs for three years from 2010 to the end of 2012. It is a successor to the earlier Interreg IIIC project Voies Navigables d’Europe (VNE), which looked at ways to maximise the tourism and cultural heritage aspects of waterways.
The main objective of Waterways Forward is to improve the management of regional inland waterways and the regions adjacent to them by promoting an integrated, sustainable and participatory approach, taking account of the multi-functional role of waterways.

Suir River Cafe
Suir River Café welcomes you to explore the watery world of the Suir as we travel with it on its journey’s past, present and future. You are welcome to come and navigate your way through our artistic installations, multimedia creations and community mapping from the 1st to 9th July in the former Birthdays shop, O’Connel St., Clonmel as part of Junction Festival.
This café will welcome your ideas and thoughts on the river and how we can integrate the river more into our communities and our lives. We hope to rekindle our connection with the river which has shaped not only the landscape but also our towns and our past livelihoods - our Sense of Place.
“Lay of the Land” is a series of workshops delivered by the Landscape Interface Studio, Kingston University as part of the Suir River café initiative. The project, designed to engage with the wider community, to map, reveal and celebrate the River Suir, will develop a ‘shared vision’ for the future. This is a collaborative café between South Tipperary County Council Heritage Office, local artist in residence Lyn Mather, Kingston University and Junction Festival.
Whats in store:
The café will be a kind of ‘show and tell’ about the River Suir where people are welcome to share their river memories and stories. Creative art-based workshops based at the River Suir Café will allow those who have a connection with the River to contribute to a model of their River. This is a chance for the wider community to describe the lay of their land, in their own neighbourhood and offers contributions linked to memory, location and ownership.
Pop-up workshops:
Further outreach ‘pop-up’ workshops and mapping sessions will engage with locals in Ardfinnan, Cahir, and Carrick. These will identify potential projects and opportunities that the River Suir offers. All workshops will be recorded and ideas will be used as the basis for future legacy projects.

Carrick-on-Suir in Ormond Castle on Tuesday 5th July 2-5pm
Cahir in Cahir Castle on Wednesday 6th July 3-6pm
Ardfinnan Thursday 7th July in the Community Centre 6-9pm including a guided river walk.
Reconnect with the river and come and join the adventure where you can share stories and experiences, wishes and dreams. The café will be a space to reflect and to contemplate memories and to create a shared vision of how we can help the river flow into the future. Come and be inspired or inspire! Your river needs you!
The café is part of the Waterways Forward interreg IVC project and funded under the European Regional Development Fund.

A new Corporate Plan has been launched today for the period 2010-2014.
Through this document we provide a general background to the county with statistics on geography, economy and population. We also outline our recent achievements and goals for the coming years.
This document will assist both Councillors and staff to understand the individual contribution they make to the overall aims of the Council.
This corporate planning process is closely linked to our financial planning and operational plans.
It takes account of the vision set out in the South Tipperary County Development Board Strategy for economic, social and cultural development 2002 – 2012 which states:
‘South Tipperary will have an inclusive economy and an excellent quality of life. It will be a place where all families and individuals can prosper. The group are meeting on the 9th of February, 7.30 pm in the Shamrock Lounge, Cahir and would welcome any input into the draft plan. All are welcome to attend the meeting to make their comments/suggestions. Some other words that are used to describe biodiversity include: flora and fauna; wildlife; habitats; ecosystems; ecology, natural heritage or nature. It is the basis for all life and helps sustain us by providing food, pollination, medicines, raw materials, clean air and water, and beautiful countryside.
South Tipperary County Council Heritage Office is drawing up a Biodiversity Action Plan and needs your input to make it work. The five-year plan will include an overview of biodiversity in the county and actions to help look after it.

This Cashel and Environs Development Plan 2009-2015 sets out framework for the development and use of land within Cashel Town and Environs up to 2015 and beyond and pertains to lands within the administrative area of Cashel Town Council and South Tipperary County Council (from here referred to as the Council/Planning Authority) as illustrated on Map 1.
