Traveller Accomodation Program 2005-2008
The Purpose of the Traveller Accommodation Plan is to outline the needs and accommodation requirements of the Travelling Community over a 4-year period from 2005 to 2008 and to indicate where these units should be located.
The following plan has been prepared on the basis of the requirements of the Housing (Traveller Accommodation) Act 1998 and its contents have been prepared to meet the requirements of Section 10 of the Act. The County Council has also taken in to account the Ministerial Directions contained in Circular Letter TAU2/04 of June, 24th, 2004. The plan is based on an assessment of needs carried out in Sept/Oct 2003 and updated in March 2005.In the preparation of this Plan, we have also taken into consideration the core principles of both the Corporate Plan 2005 and the Customer Action Plan 2005.
In essence these include:
- Delivering the services with integrity, fairness, efficiency, transparency and accountability
- Involving and resourcing the participation of marginalized groups in the structures of participative democracy and to address the accommodation needs of Traveller Families
- Ensuring the right to equal treatment and accommodation diversity.
The content of the Plan has also been informed by submissions made by a number of parties at the pre-draft stage. In addition, a number of consultative meetings were held with Carrick-on-Suir and Cashel Town Councils and with Representatives of Travellers, County Councillors, County Council Housing Staff and Representatives of the Community Forum to try and identify what the issues were in relation to traveller specific accommodation from the position of both the travellers and the settled community. The outcome of these also informed the content of this Plan.
The Final Plan when adopted will supersede the Traveller Accommodation Programme 2000-2004, which was adopted by the County Council in February, 2000. It will have regard to submissions received from all interested parties and in particular to the submissions and considerations of the Local Traveller Accommodation Consultative Committee.
A separate plan will be required to be adopted by Clonmel Borough Council. It is intended that this Plan will be prepared and implemented on the basis of continued close co-operation between both bodies.
