South Tipperary County Council continues to be one of the largest employers in the county with a staff of 562 which includes administrative, professional, technical, craft grades, and general operative and related grades. The functions of the Personnel Department are broadly:
- Development and implementation of personnel policies and procedures.
- Staff Recruitment.
- Industrial Relations
- The development and implementation of staff training programmes.
- Maintenance of personnel records.

The Council works in partnership with unions and staff representatives to achieve harmonious working relationships and improved working conditions with effective and efficient work practices.
