South Tipperary Draft Dev Plan 2009-2015


South Tipperary County Council has prepared a Draft County Development Plan for the administrative area of South Tipperary. The Draft County Development Plan comprises of three volumes as follows:

South Tipperary County Council is committed to ensuring that input from all members of the public, community and voluntary groups and other interested parties are considered in the plan review process. This has been undertaken through the process of creating the Manager's Report.

This report compiles the observations and submissions on the Draft County Development Plan during the period from April 21st to June 30th 2008.

Notice of Proposed Material Amendments of the South Tipperary Draft County Development Plan 2009-2015,  

Notice is hereby given, pursuant to Section 12(7) (a) of the Planning & Development Act 2000, that South Tipperary County Council being the Planning Authority for the County, proposes to make Material Amendments to the Draft County Development Plan 2009-2015.

A copy of the proposed Material Amendments may be inspected during the period Monday, 17th November, 2008 to Monday, 15th December, 2008 during the hours 9.00 a.m. to 1.00 p.m. and 2.00p.m. to 5.00 p.m.  Monday to Friday, excluding Bank Holidays at the following locations: -

South Tipperary County Council Offices:

  • Planning Section, County Hall, Emmet Street, Clonmel
  • Fethard Area Office, Town Hall, Carrick-on-Suir
  • Cahir Area Office, Erasmus Smith House, Church Street, Cahir
  • Tipperary Area Office, Dan Breen House, Tipperary; and
  • Cashel Area Office, Aras Chaiseal Mumhan, Friar Street, Cashel.

In accordance with Section 13(G) of the Planning and Development (Strategic Environmental Assessment) Regulations 2004, information on the likely significant effects on the environment of implementing the proposed amendments is also available for inspection as part of the Proposed Material Amendments documentation as Proposed Amendments to Volume 2 of the Draft County Development Plan 2009-2015.  This sets out updates to the environmental report which have arisen from submissions or observations received in response to the public display of the draft Plan and updates which will be made to the environmental report if the proposed amendments are made.

In addition, a Draft Appropriate Assessment of the Draft County Development Plan 2009-2015 together with the Proposed Material Amendments has been undertaken and is also available for inspection as a separate document.  The Draft Appropriate Assessment identifies the possible effects of implementing the Plan on the conservation status of designated Natura 2000 sites within the Plan area.

Submissions or observations regarding the Material Amendments to the South Tipperary Draft County Development Plan 2009-2015 (including those relating to the Draft Environmental Report) and the Draft Appropriate Assessment are hereby invited from members of the public and other interested parties.  Submissions may be made during the period from Monday, 17th November, 2008 to Monday, 15th December, 2008 in a number of ways listed hereunder:

Make a formal written submission to Tom O’Dwyer, Administrative Officer, Planning Section, South Tipperary County Council, County Hall, Emmet Street, Clonmel -   All submissions should be marked “Material Amendments to  Draft County Development Plan 2009-2015”/ “Draft Appropriate Assessment of the Draft County Development Plan 2009-2015”.

Please make your submission by one medium only i.e. written hard copy or online. This will avoid the duplication of submission reference numbers and will streamline the process. Your assistance on this issue is appreciated. All submissions to be clearly marked and should state the name and full postal address of the person making the submission/observation and where relevant the organisation represented.

All such submissions lodged within the above period will be taken into consideration before the making of the new South Tipperary County Development Plan 2009-2015.
